The difference is that in China if a project is not completed then heads will roll right up the chain. That is the benefit of centralised power. Everyone has an incentive to make sure their subordinate gets the job done, otherwise they will be held accountable.
But that doesn't mean that cunts aren't embezzling millions of dollars along the way too. They absolutely are. It is just that they have a good sense of how much they can suck out of the system without upsetting the next dude up the chain in the CCP, assuming they are also able to complete the project in a reasonable timeframe.
And of course all of this is underpinned by cheap labour. I get paid almost $40 an hour as an unskilled construction labourer in regional Australia. Tradies can make anywhere from 50% to 100%+ that much, even after accounting for their costs (tools and vehicles etc).
With labour costs this high in the West there really isn't that much money to embezzle unless you are willing to inflate costs to such a degree that the number of projects are greatly limited or you are willing to just embezzle the money to such an extent that the project never even gets completed.
Australian unis are filled with the children of Chinese millionaires that made their money through CCP corruption so don't try and tell me that all their government contracts are highly competitive and done without underhanded motives cause it just ain't true.

I'm reading a book about it (How China became capitalist). What's amazing is that it was quicker than people think, since in the 1980s they were still doing experiments and fumbling around, trying to rescue socialism. That said, their success can be overstated, they still have room to grow. They got a lot out of Guangong, in the south near Hong Kong, where they set up economic zones with little regulation and laws preventing too much government intervention. Regions are different, and some are much poorer.

To answer the question, a lot of it comes from starting from such a low point. In the US or Europe, reforming laws and institutions is very hard because there are already established interests, so when anything gets changed, someone loses out. Whereas building a nuclear power plant in the West would mean less business for gas plants, in China there wasn't really any gas power plant company, most state companies and communes were producing very little, so they didn't have the resources, or much of a reason, to oppose economic reforms. That did happen, but didn't stop the process.
