Birth rates wouldn't decline upon removing immigrants.
If anything, a decrease in population historically speaking is usually followed by a boom because more resources are freed up.
The economy shrinking is fine because absolute economic size only matters for countries like Russia, China, and America. Having a more compact, specialized, high-quality economy (Switzerland for example) is better to ensure good quality of life and a healthy society.
