Cops need insurance to operate because of these things. Insurance companies are protecting the cities who employ cops. You would be surprised but cops get sued for a lot all the time for things like car accidents, damaged property, injuries, etc... There is also the fact that at the end of the day cops are government employees and like other government employees they don't care about damage because it's not their problem. Insurance and tax dollars allow cops to do these things all the time.

Not for shooting people but they do have quotas. Small towns employ cops solely for the purpose of writing traffic tickets for profit. Problem is people get smart and go elsewhere not to mention cop's salary alone is more than any amount of tickets they may write since fines are capped. Then there is the loss of revenue because people challenge tickets in court and win. Ticket cops also don't do well in emergencies since they only do traffic and can't fight crime. If something does go wrong the cop ends up costing the small town millions and bankrupting them. Cops are a liability.
