You still need the construction of a full containment building and turbine system. This isn't gonna take less than 5 years to complete a single unit and since America lacks the construction infrastructure to build them all at once you're probably only building 2-4 at a time. Several reasons but mostly to reduce construction time.

Long construction time is the biggest problem with nuclear plants because it takes a very long time until investors get their money back and most investors want more short term profits not look 30 or 40 years into the future.

I work for a company that designs and manages construction of data centers. They do use a ton of electricity. The place is essentially a giant server farm with specialized HVAC and fire systems. Once they’re built they don’t really employ that many people. They’re just giant buildings to house computational power. But the cooling, servers, etc. take a lot of energy. For example in Ireland, which has a lot of data centers, their energy usage has overtaken all urban housing combined.

Because it's the first radically new type of reactor after the USA started building them back in the 70s. Small modular reactors give operators a much more flexible option with reactors and locations.
The newest NPP, Vogtle was a conventional 1GWe output. Each NuScale reactors is 77MWe.

Gov regulations are the main reason why nuclear tech has been neglected for 50+ years.
IIRC it's minimum 10 years and $100 million to get a new reactor design approved, and that's not including building and deploying it.
