It’s called OSM or the One Square Meal bar, although it was a bit too expensive and they changed some of the ingredients around once it was no longer associated with Hamish Carter. I used to work for a pizzeria, and we made cheese pizzas for the city school district on thursday and friday mornings, the boss picked up big blocks of government cheese from the county for the pizzas, and shells from some place else. completely different from the hand tossed stuff we normally served. he was a scumbag and did it for extra money because we had the ovens.

For a civilian version that's easier to find getting the cold pack bacon cheese food product spread is a good option. It's not shelf stable but it's like $3-4 a pint rather than $1.25 per 1 ounce packet. I hear on the east coast they have something called bacon cup cheese that's similar but I've never seen it myself.
