Dogs are for practical reasons: protection, hunting, farm work, pest control, service (the blind) rescue etc., not for keeping as pets.

The ones that aren't annoying mutts are few and far between, most are annoying and shouldn't exist, least of all in urban environments.

I favor dog licenses for people. Just like driving licenses.
Dog constantly barks and annoys people? Get you license taken away and dog taken away. No license means no dog.
License can also be revoked for failing to keep it under control, aggressive dog, failing to provide a suitable backyard for it, failure to house and feed it properly, failure to pick up its shit from public areas, failure to exercise it properly.
Dog license means you need to pass a test.
Knowledge of canine physiology, canine psychology, and the responsibilities of dog ownership. Not rocket science, just basic knowledge.
Owning a dog means you need to show proof of its training through a certified trainer. Regular vet visits are also an obligation.

This is not a cure all of course, but does provides a significant hurdle which will deter assholes from getting an animal they are incompetent to care for and look after. It also provides a better legal means for assholes to have their animals removed.
I hate bureaucratic oversight but unfortunately the sheer number of inconsiderate assholes with untrained and poorly looked after dogs makes this necessary.

I wrote up a note saying that unless he can train his dog to shut the fuck up, I'll call the police on his for a noise complaint, and that I talked with the neighbours, and everyone is sick and tired of your dogs barking. Owner ignored, barking continued, so I called the police for a noise complained. Police came, heard how fucking LOUD and constant the barking was, and you could tell they were like "holy shit how fucking annoying". Police talked to the guy because the dog barely goes outside anymore other than to shit and piss, whereas before it was an outside dog.
