IIRC, though obviously staged, that photo was from after the boycott ended. Blacks played themselves because personal automobiles were becoming affordable for the common man. Whites quickly stopped using buses, which removed the majority of the paying customers, causing routes and timetables to be slashed. Blacks got to sit at the front of the bus that now came less often and went to far fewer places.
