Japan and Koreans has always been good with math and tech. However, China and India have been good a faking it and cheating and they often piggyback on Japan and Korean talent by pushing they all Asian. You can have a smart and talented Chinese and Indian. However, have one or two doesn't make the other billion smart too. Hell, Africa is a perfect example. Those that are smart try to leave as soon as they can. Cheating is a long-held Chinese Cultural Staple. It goes back to the earliest days of the Imperial Civil Service Exam.
Cramming (i.e. memorization) and Cheating are ways to shine on examination and initial selection, but the irony is that the focus on learning the material for the purpose of testing leaves you incapable of actually applying the material because there's so much to memorize, there's no time to learn how to actually think. It's unironically why Chinese Culture stagnated for 1400 years.
