Homosexuality doesn't need to be illegal if you have a strong social order that handles those problems on its own. Botswana is one of the least ethnically diverse countries in Africa. The Tswana make up most of the population and have their own community values that can be enforced without involving the government. What would be troubling is if globohomo was able to criminalize community action against gays. As long as the government remains uninvolved, society will take care of it.
