Artillery is still the king of battle. Electronic Countermeasures is going to catch up to it very quickly now. Especially stationary (artillery), or armored light/heavy infantry units.
Its a very short window of time where a technology advances ahead before its countermeasure is developed.
It is a kind of small arms race, but its not the paradigm shift you think it is.
Civilians being able to manufacture these things is where the technology really scares them. They will want drones to be priced out of reach of civilian manufacture.

The problem wouldn't really be manufacturing, but more the lack of customers since the US buys most of the Chinese production. That's why I think that China would try to make the civil war in the US end as fast as possible. The longer it goes, the more chance for global chaos because of the power vacuum like you mentioned, which doesn't really profit anyone short term. But yeah a new world war wouldn't be out of the question in that scenario.
