I don't think goddesses typically have horns. It's probably a bull god. They found a semetic pre-canaanite site recently in Israel I think and one of the only things they found was another bull.

The books of bible were always changed, generation after generation.
Who transcribed them made changes due their current interpretation of the text.
Israeli/jews started as politeists, then they become a monolatry and after under Greek influence became monotheistic.
Monotheism comes from Greek philosophy.
After that they tried to cancel part of the heritage leaving traces of what it was before and most of the real knowledge about the books are passed by voice, rabbi after rabbi.
One of the most famous example is Ezekiel's book, nobody but the most educated rabbi could read it, its meaning was only passed through by voice.
Qos was probably a big god in Israel and Judah, therefore the rabbi cancelled its name.
