Russia doesn't win because they don't want to win. Contrary to Western psyops, Russia's objective was never to take over the whole of Ukraine, only gain strategic areas and sea access points in order to strengthen their defensive position against NATO.
Russia thinks similarly to Warhammer 40K orks when it comes to warfare so Westerners thinking Russia losing 1 million troops is some sort of L for them and the war is not the correct interpretation.
They don't care about sending meat into the meat grinder long enough to wear down the enemy which is what they're doing and it shows with how critically low Ukraine is on basic manpower. All the vehicles and weapons received from NATO don't mean anything if you don't have the manpower to use them.
The longer Ukraine waits to agree to a peace treaty the more leverage Russia gains. The western public at large also is steadily gaining Ukraine Fatigue and people are now turning on Ukraine as it looks like Zelensky is needlessly prolonging the war to enrich himself at the expense of his own people.
