Australia used to have something called the Commonwealth Employment Service, companies were not allowed to advertise any jobs outside of it and businesses could not claim subsidies/benefits if they didn't prove that the last employee the agency sent them was useless. In the 1990s this service was privatised and anyone could advertise jobs anywhere, eventually this spiralled out of control with people not being able to keep track of the jobs on offer while companies suffered worker shortages, so the government stepped in and started offering private companies money to find people jobs. This has become a whole industry in and of itself, Australians will now pay hundred of dollars to even just apply for real jobs while businesses (like seek.com.au) will charge businesses thousands of dollars to advertise a job on their site.

Its one of the reasons why Australia is rapidly dropping out of first-world status and is probably a major influence on America's new strategy.
