Makes more sense what people are saying, it was from up high, caught the top half of his vest and then a large bullet fragment, already greatly slowed down, entered his neck causing catastrophic arterial damage.
The bullet being slowed down by already having hit a ballistics vest would explain why there wasn't more mess. It probably entered his neck/head and just spun like a top for a couple microseconds, ensuring surviving was impossible.
