If it was a typical soft armor vest, it wouldn't have bounced, it would've just gone through.

If it was a vest with a hard ceramic rifle plate in it and it hit the edge, it would've kept going into the chest. Ceramic plates are designed to shatter when hit to absorb energy, it wouldn't have imparted enough energy to let the bullet fly upward at full force and not keyhole. Hard plates are extremely unlikely to have been in use, civilians do not wear them, not even high profile targets, and they are very obvious under a T-shirt.
