If it was a typical soft armor vest, it wouldn't have bounced, it would've just gone through.
If it was a vest with a hard ceramic rifle plate in it and it hit the edge, it would've kept going into the chest. Ceramic plates are designed to shatter when hit to absorb energy, it wouldn't have imparted enough energy to let the bullet fly upward at full force and not keyhole. Hard plates are extremely unlikely to have been in use, civilians do not wear them, not even high profile targets, and they are very obvious under a T-shirt. You basically have to be wearing an overt plate carrier to have them.
If it was a vest with a steel rifle plate, maybe it could've hit the edge and bounced up, but that's the entire reason that only poorfags with bad advice wear steel plates. And it couldn't have been spall because the hole is too big. And not only is that unlikely to be worn by a civilian at a college speaking event, it's unlikely for a bullet to hit it in that exact way to not disintegrate.

This is correct. The bullet zipping past at high speed pulled his shirt after it, probably indicating a particularly fast round. It's extremely more likely that the shooter simply hit the target.
