A 200m shot is not difficult with a rifle. On the Army qualification shoot, 200m is the 3rd farthest target after 300m and 250m. With a scoped rifle and some trips to the range, this isn’t difficult.

Once the shot is taken, one only has to put distance between the scene of the crime. If one can make it to a vehicle unseen, it becomes exponentially more difficult to find them. All one has to do is have used a simple screwdriver to steal someone else's license plates. If one digs a hole in the ground with empty piss and shit buckets in the woods, with enough food and water to last a month, the manhunt will be over by then. With a change of clothes and the burning or burying of all evidence, this is very possible, especially if it is a cloudy day with no satellite imagery capable of coordinating other surveillance methods.

That being said, I would not be surprised to find that they catch who did this. They only need a few bits of evidence, a few mistakes, really only one moderate or major one, and the dragnet will inevitably tighten.
