The part of the 2nd that's been carefully dismantled is the part about freedom to form citizen militias. Waco, Ruby Ridge and OKC along with plants to turn militia's into white supremacist camps effectively turned public against militias in the 90's. 911 was the second phase, the government can't tolerate organized citizen militias for fear of domestic terrorism.

And now we have the strange and unanticipated dilemma of NGO's and mass media teaming up to radicalize a huge portion of the public so it's not federal troops so much of a threat as this nihilistic and highly emotional public bent on destruction that ultimately serves the NGO funders.
