Nah. Likely elevated, because why wouldn't you want to be if you were the shooter, and Charlie's head was obstructed by that pavilion he was under. The bullet appears to enter by the clavicle, and the massive hole in his neck is likely an exit wound (the bullet bounced off bones and exited sideways, as they often do). I could be completely wrong though.
