main reason is that whatever is inside that window is not going to be a good spot to get in and out of without getting caught if it's actually accessible. these windows could also could be the top part of an interior of an atrium.

either way, the inside of a building in a central location with a good view to the stage is not going to be empty during an event like this. if this is accessible by foot (not the top windows of a lobby) then there are probably people in those windows watching and filming. that could have been a phone, most likely
