If you really want to know, a week before arriving your security team is there and maps out all vsntage points. This is called surveillance mapping.
Then, your security team does a kind of overwatch where you do surveillance detection that is looking for any correlations in actiona that people are doing in the vantage points like a rooftop you would watch that seeing if someone climbs up there or someone unusually interested in the area hanging around.
Day of the event you set up ballistics shields that all politicians and celebs use that block those vantage points your detail identified then you have crowd control watching for someone close by pulling a gun or not being part of the crowd like they showed up in sunglasses and start moving around to try and bypass the ballistics.
That's it really otherwise if you take a bullet in the neck/spine/chest like that you're pretty much dead immediately

This was planned over multiple days, the rifle stashed and hidden with a tarp same color of roof, lot's of surveillance of the area to find all the cameras, lot's of surveillance to find the best parking spot or getaway option.

There is two videos of the shooter. One he is in prone position, and the guys filming said he came running from the right and dropped into that position. They joke he is probably police.
The second video, after Kirk gets rekt, is the same guy on the roof running left or different direction towards the parking lot. Both times the guy was not armed hence the gun was already stashed there earlier.

FBI will comb through all surveillance, doorbell cams, Tesla video, anything to see who was in the area the days before which correlate to the day of the shooting and the guy will get caught. He also left his rifle on the roof.

I looked into it then and you gotta hope that you have a rare variation in the pattern of arteries in your brain, which leads to redundancy that allows you to profuse blood more effectively to the whole brain with just one side of the neck arteries working. The variance in arteries is in the circle of Willis. If you have the perfect pattern for that specific injury, you can be saved by clamping the damaged artery, but you will likely have a stroke at least and will be left brain damaged.
