The shot came from the front. Either bouncing from a chest plate... up into his neck severing his spine and traveling upward at a 40 degree angle... or from a place directly in front of him less than 10 yards with a subsonic round the size of a .40 cal or larger.
It was most likely a richochet from a
1. Pcp air rifle shot by a professional on the roof.
2. A hand loaded modified rifle that shoots something similar to a .45 pistol round or perhaps a subsonic round of similar caliber. From the roof in front of charlie to his left.

Yeah I don't know why people are coping about this they'll probably show the plate with damage as evidence to boot. OP is pointing at a security officer or cop saying it's the shooter. A shooter would want to be concealed in or on a building and behind a crowd where you can't be so simply recorded with the possibility of blending in hiding and escaping. In any case you can't fake the plate being lifted by the velocity of the munition.
