Because rotation of the neck far outweighs any benefits that neck armour would bring. Being able to quickly turn your head to locate and avoid danger beats being too slow and then getting stabbed in the neck after it's too late. Unfortunately we don't seem to use this natural ability much anymore.

Also the human head is already really heavy and the neck is under a lot of strain 99% of your life. Adding more weight would require a redesign of the human anatomy possibly infringing on our brain size.

the vitals are protected in some areas. but they need to get to the brain, while also not inhibiting mobility.
the intervertebral foramina and foramina transversaria allow for spinal nerves, as well as vertebral arteries and veins, to pass through protected up towards the brain, but as they reach the neck they become exposed. it's to allow your neck to be mobile, enabling you to look around. if the veins continued to pass through holes in your spine right to the very top they would be at risk of breakage from the movements involved. even how the body is designed right now, there have been cases where people have died simply due to turning their head causing breakage.
any protection would cause the neck to become too rigid to move, which would be more of an evolutionary disadvantage.
