It does not appear professional. For Mossad to cultivate a shooter would have taken a lot of time, and though Kirks support for Israel was softening, he was already a developed asset.
Second, they would have no motivation to make it such a public spectacle if it was simply to get rid of him. The only reason they would execute it this way is if they wanted to make it a public spectacle to send a message or if time was a factor.
If its a message, then the message is muddled. And there is no reason to think Kirk presented any sort of exigent reason to be taken out in haste.
This is not to say that it could not have been a Sayanin radical lone wolf. But it doesn't seem to fit a logical explanation for a top-down directed hit.
