In Charlie Kirk's case, the damage was most likely to the jugular vein, which carries deoxygenated blood away from the brain, and has a lower pressure, since it works with gravity. This blood is also darker in color. The video shows blood pouring, not spurting, out of the wound, and the blood is dark red, not bright red.
