It's not really surprising that Kirk's shooter was not captured, since they had already left the scene to the Provo Municipal Airport, flew off to another state, and then possibly to Israel on another aircraft. And yet they had the audacity to release 2 blurry photos (not even a video) of the POI, which may not even be the true person that killed Kirk.
