Bullets don't ricochet off bullet proof vests, that's not how they work at all. Ricochets happen when bullets hit hard surfaces, bullet proof vests are designed to "catch" the bullet with soft materials like kevlar and ceramic polymer plates. Even if he was wearing steel body armor there would be disintegration of the round and spalling. From the videos i've seen of the incident this looks like a classic soft tissue entry wound with arterial bleeding. I've seen many of these. He was shot directly in the neck with a high caliber round, you can tell because of the shock to his face, neck and upper torso.
