To some extent it depends where they're from and why. Political situation aside (territories and Cuba's situation), it matters who they are, what they do, their connections, willingness and ability to fit in (learning language and customs), etc. I also don't think immigration levels should supersede birth rates or regular town growth rates in local areas to where it rapidly takes over communities. Even Latinos feel uncomfortable with other Latino groups that suddenly come in large numbers and take over in a short period. There should be some control at a regular but slower rate. With that, just because someone can come here and is qualified that most if not all would be willing to accept, doesn't mean they all should be allowed to just for the sake of it or to maximize immigration. There are also issues with employment and making sure people aren't being uncut for cheap labor, overlooking native populations. Corporate behavior should also be looked at in that regard.
