If he was part of a larger plan to assassinate Kirk (which seems very plausible) it wouldn't be out of the question for him to be positioned there well in advance to survey and plan the attack. I have looked at the bus routes near UVU and I found UTA route 850 that would drop the shooter off 1.6 miles up the road from the campus. The times on the route would line up with the shooter's timing. 1.6 miles is easy for an average man, so I believe this could have been how the shooter arrived.
