I think an intelligence/mossad hit is totally plausible. But to play devil's advocate, it is possible that the assassin did not have strong feelings about Kirk and was just interested in having the biggest impact on the public as possible with his choice of target.
He may not have even been politically motivated, at least not in a conventional sense, or his political motivation may have been to create a more general sense of terror and distress amongst the American right. This would explain why he would choose an altogether rather uncontroversial conservative figure as a target.
Frankly it is hard to imagine the shooter having a personal grievance against Kirk to the point of killing him when just about every right wing grifter and eceleb takes stronger and more controversial positions. The only people as milquetoast as Kirk are Fox news boomers, but if his goal was to create the most shocking and distressing event as possible then it makes sense to kill someone young and in the prime of their life.
I think that with any assassination that happens in public in front of a crowd and especially recorded or televised you have to assume that impact on the public is likely to be a strong motivating factor for the assassin or assassins. And with this case that goes a long way to explaining the otherwise very bizzare choice of target.

But yeah even though I think a lone shooter scenario is plausible I still lean to this being an event orchestrated by a group (like mossad) who stands to gain from the fallout. If the 'assassin', when finally identified, turns out to be some lone pro-Palestinian leftie then I am going to be very suspicious.
