I have huge doubt about that, rifles with scopes are pretty easy to use, there are a few basic rules you have to follow but it doesn't take long to master. I'm leaning towards someone who was proficient with a rifle or there is no way they would have attempted it, no novice would try and be a rifle assassin at any distance. I don't think it's about the money, it's more likely about the act of acquiring a weapon. Maybe this was the only "low profile" gun he could get. Black market, theft from a neighbor, really old customized weapon that wouldn't be on the radar, only gun in his dad's garage, etc. Maybe he knew he would immediately get flagged as a schizo if he attempted to buy a gun, or have a recent gun purchase in the area linked to him, and he didn't want to risk that.

This was a fairly easy shot, from not that far away, in good light, on a stationary target.
