nah. Even if you got attacked, you should focus on eliminating the attackers.
For countries that means you try to bomb only military targets, you try to not bomb non-combatant civilians.
Accidents and colleteral damage happens, I'm not saying you can never bomb an area just because there might be civilians present, but those are collateral and should never be the primary target.
So some of the shit the Allies did in WW2 certainly should be considered "war crimes". (not saying nazi germany were angels and didn't have our fair share of warcrimes ourselfes), but if you wanna have the moral highground, be the "good guys", yeah, you should never purposefully target civilians and even try to actively avoid civilian casualties, even if you were "unprovokedly attacked by a murderous aggressive enemy government".
BTW I'm not really moralfagging, people and governments can do what they want as long as they are strong enough to get away with it, go full darwinism for all I care, what pisses me off is doing all the same "evil" shit you accuse your enemies off but still somehow claiming the moral highground through mental gymnastics.
