This is such fucking dumb statistics. There are so many more white people in the US that criminal encounters are almost always going to be white-on-white, whereas because blacks are less common, inherently a black criminal encounter is more likely to be a white victim. It is just literally harder to find a black victim if you wanted to, wheras whites exist even in black neighborhoods and thus are encountered more.

It's a simple encounter frequency distribution that results in this even if you take out racial motivation and simulate chance encounters.
