Calculating for the speed of sound in weather at the location Orem, Utah it was about 27.7°C at the time.
That means speed of sound at 27.7°C is: 331 * ((27.7+273.15)/273.15) = 364 m/s
Which gives a distance of: 0.2*364 = 72.8 Meters or 79.6 Yards.

All you have to do is figure out if that is the length between the podium and the window where the flash comes from.

I can't explain the sound delay, that is interesting and worth knowing, it does call the theory into question. I will say though that the footage that's recorded near to where my theoretical assassin is, the gunshot is much louder and the delay between the sonic crack of the bullet and the sound of the gun firing is almost non-existent compared to footage near the rooftop shooter.
