If you think about it, the western world IS very small.
The US has a population of a mere 330 million. That's very few. Like small enough that I can easily conceive of ways of cataloguing and keeping track of every single person without a computerized system and just paper and file cabinets in a giant warehouse, and it wouldn't even be hard. It's even more ridiculously easy with computer servers.
And I doubt China has any difficulty either keeping track of 1.4 billion nor does India. 330 million is so easy. You could easily follow an individual person and mark/control the trajectory of their life with relative ease.
