There were patsies and false evidence. Any bullets fired were blanks provided by the groomers. The sayings etched on them were to convince the patsy he/she actually killed CK.

What really happened was Charlie had a device taped to his neck that he believed was an earpiece (may have really been the shell of a recognizable, common COMMS device used in events like this).

If you review the video frame by frame, no bullet is ever visible.

My opinion, this was a close-range sophisticated device - engineered to kill someone in close quarters without collateral damage to others nearby.
