It's not that no revolution will ever happen. It's that a large number of people need to be fed up first. Trump winning all the swing states, the huge shift red even in California and New York. And you're right, people have gotten very complacent about the government. I personally believe that humanitarian work shouldn't be done by the government. Keep it simple, and there's less they can hide. But the fact is, only the people looking see the problems.

Your everyday person just sees that finances are harder today than they were, and companies sell their data to other companies. They don't see the previous fbi director being questioned about foreign interference in the election. They don't see the legislation that enables tracking worse than the Patriot Act.
