If they didn't do these things, the trending topic list would just be dominated by the same handful of always-popular topics regardless of other circumstance. E.g., Taylor Swift would always be Top 5 even if nothing interesting was happening.
The point of trending is to look for trends; current events that had been plateaued in popularity for a week are not really trending, even if in absolute terms they are still large.

Then they don't cover trending topics. If Taylor Swift is trending enough on a regular basis to stay top 5 trending, then that's all there is to it, man. That's what's trending. To intentionally bury it for "rising" shit, is disingenuous reporting of trends.
