They chimped probably partly due to Desi government incompetence and partly due to CIA Amerimutt interference. This chimpout was a fight between Chinese funded protestors vs Vatican funded protestors. Vatican especially has been trying to spread Christianity there. This is why Army stayed on the sidelines and let them chimp out.

This is further confirmed by the fact that (1) protesters tried to vandalize the Pashupati Nath temple which no ordinary Nepali would ever do, and (2) as soon Pashupati Nath was in danger, army stepped in.
