Yes, he was. But he was clever and sneaky enough to never use slurs. He talked circles around any questions about race to try and dodge or deflect that he was racist, using a lot of metaphors and analogies that don't hold to scrutiny, while always quoting crime statistics, saying things like "Civil Rights was a mistake", "MLK Jr was a scumbag", "I wouldn't take a flight with a black pilot", "blacks should only stick to what they are good at, basketball", "diversity is the opposite of unity" etc. Lots of veiled but unsubtle racism towards blacks. Also, he regularly called non-white immigrants "third worlders" as a matter of course. He never said nigger openly, at least that I know of, but you can tell it was in his mind all the time and in his mouth behind closed doors regularly. His opinions about non-whites, but blacks especially, were pretty bog standard of every right wing racist that has ever existed. His language, the way he danced around these topics to try and look more tolerant than he was, were not hard to see through.
All of that is not to say he wasn't wrong about blacks and illegal immigrants to some degree. But everyone trying to pretend he was a saint with no hate or intolerance in his heart is outright lying. He was pretty hateful and it wasn't hard to see.
