looking at his history, there is a decent probability he is actually just crazy. He's done obnoxious shit like this his whole life.

If the shot was from an elevated position and was actually a .30-06, how in the fuck did it hit his shirt first, then turn upwards into his neck, then somehow tumble into his spine or skull and not exit out the back of his neck, blowing blood and artery all over the white tent flap behind him?

Watch the video in slow motion and you can see that when his shirt falls back down, there is a bullet hole in it, but the entry wound on Charlie's neck was at least an inch above where the shirt was resting to receive that hole.

Also, he definitely did not have ceramic or steel plates. He may have had a soft vest on as his shirt makes some strange movements like there's something beneath it, but this isn't confirmed and soft armor would never deflect a large rifle round that drastically, no matter where it was hit. Rifle rounds are designed to punch through soft armor, especially a .30-06 round which is designed to penetrate clear through a target, which is why it's used in hunting because it doesn't tumble around inside a game animal destroying all of the meat.
