The majority of the world's oil is found in the middle east. The world would literally grind to a halt if Europe stopped importing oil.
I'm not saying we shouldn't do it, but the idea that Europe could just up and leave is a fantasy.

If anything, Nikon and Canon can do legacy lithography, not the other way around.
Canon has an experimental NIL tech that is interesting and could go as far as a 5nm equivalent.
It's based on US tech for most part though.
As for China, it's a joke: it's all stolen technologies via industrial spying on a scale that is unheard of.

Because, apart from old nodes (~65nm/22FDX), europe has no leading edge foundries.
We still make chips though, mostly ASICs for appliances, cars, etc.
