You're probably going to think I'm an idiot for suggesting this because now the government can take your land if you can't pay, but think about how this would change society first before jumping to conclusions.
Rent seeking and land speculation would be completely eliminated. Land would be put to its most productive use. Housing supply would skyrocket, because the main thing keeping back housing supply is land costs. The cost of goods and services would also plummet, because people would no longer have to pay for the speculative increase in land costs to run a business.
The tax revenue would be redistributed as UBI, and there'd be a huge housing supply, so nobody would go homeless.
You can still keep your house, but if you're hoarding land in a big city, you'll have to pay the tax or sell the land.
You might think this will destroy farmers, but in fact it'll help them. Inheritance taxes are a huge reason why farmers have to sell their land to big businesses. Those could be eliminated. The land value taxes that a farmer pays would be very little, likely less than they receive from the dividend, because people are only willing to pay a small amount to lease that farmland if they can only make a small profit from it.
