It's important to remember that for the yellow line and under they're still working 50 hour work weeks and essentially all they have is just what was given to them by the higher ranks.
This is literally how capitalism works, they have the capital and can open 10,000 businesses with the backing of the government, who wants to attract people with money, and they'll only run said businesses if it generates profit.
Because they control the capital and the businesses in the country all the people below them are just living on whatever margin they feel like giving them, because realistically they can take as much as they want, nobody else controls enough capital.
