Not entirely. The more disconnected a ruling class is from the population they represent, the worse the policies they push tend to be for that population. And jews as an international minority are far less connected to the native population of a country than that populations own ruling class. Though that gap has been slowly narrowing as the western upper classes have become more international themselves.
