So far as i'm aware its the company that pays the fee. So assuming this is enforced at all you'll see a lot of people out on their ass on monday but probably not as many as people are expecting.

The vast majority of them are poor. They can stay in the country until their money runs out. Then they'll have to leave, but that's not something that will happen overnight.

They're also not the only foreigners in the country
