In the past apparently these cock suckers only had to pay $5k every 3 years for their h1b.
Now that said, microsoft and these other traitor companies (often with an indian CEO) are still off shoring to India, which is another problem in its own right. So dont expect more local jobs, they will just give the job to a JEET in india.
