This arrangement does not work for critical job functions. The reason why H1B's were brought into the US was to lower hiring costs while having teams that could manage critical job functions and be easily overseen by their white senior engineers.

Simply put, the level of tard wrangling to manage these critical job functions is not something senior engineers will do or have appetite for. Asking them to do so is likely to backfire and result in them just retiring instead.
I've seen some senior engineers pull it off, and the level of design and documentation required is akin to just writing all of the code themselves. These engineers also must be comfortable with random meetings at 11pm and fire drills at 2am.

The people that fit this skillset is small and the ones that fit that skillset and won't just decide to retire instead (since these people are extremely wealthy) is even smaller.
