A renewal does not go through any lottery, it is simply approved as long as visa holder is found to be compliant with the terms of his/her stay. BTW you can keep renewing indefinitely, every 3 years, if you have filed for a green card and on the waitlist for it.

At the time of renewal, you keep your existing visa number with an extended expiry date. You don't get a new visa number.
BTW it's called H-1B and not H1-B.
