>you can't stop nuclear powers that way
This has been debunked so many times in history, I find it funny that there are people who still fall for this narrative.
US, despite having the largest nuclear arsenal lost 2 major wars to Vietnam and Afghanistan.
India and Pakistan, both having nuclear weapons fought several wars, even a major one this year where India obliterated several Pakistani air bases (without nuclear war breaking out).
Russia, the 2nd largest nuclear power, is getting bombed daily by Ukraine, losing majority of its oil refineries, and strategic nuclear bomber fleet.
Nuclear weapons are meaningless in conventional warfare, even if a regime is on the verge of collapse, it won't employ them. (e.g. Apartheid regime that fell in South Africa also had nukes).
Even in a world war there won't be a use of nuclear weapons. Did you know that during WW2 both Allies and Axis had massive stocks of nerve agent chemical weapons? I'm not talking about mustard gas of WW1. During WW2 chemical agents like Sarin, which cause instant dead in seconds were invented and heavily stockpiled by both UK and Germany. Yet neither side ever used them during the war because they both understood that it would cause mutually assured destruction of their civilian populations.
