Create large-scale mental asylums to house the people who are unable to care for themselves, and who have no caregivers.
In the 70s, that money to house “them” was likely rolled into the industrial Military Complex after asylums were closed. Things should be cheaper now since you can fly a drone in, in lieu of an armed fighter jet.
